Obituary

Joe Kelly Proctor, Jr., born October 9, 1946, passed away on January 1, 2026, leaving behind a legacy of service, faith, and love for his family.

Joe was preceded in death by his father, Joe Kelly Proctor, Sr.; his mother, Blanche Benson Proctor; his sister, Alice Proctor Orr; and his beloved wife of 33 years, Susan Godwin Proctor.

He is survived by his daughter, Brandy Proctor Scott (Steven) of Tarboro and by his three cherished grandchildren: Kelly Scott Fatyol (Grant) of Burlington, Madison Scott (Wes) of Raleigh, and Hannah Scott of Raleigh, who were a constant source of pride and joy in his life. He is also survived by his sister, Diane Proctor Hyman (Larry) of N. Myrtle Beach, S.C., along with nieces, nephews and cousins who will fondly remember him. Joe gained a step-daughter, Tina Wells, when he married Susan in 1988. Joe loved and cared deeply for Tina and her sons, Shiloh and Bobby.

Joe served his country as an Army veteran, completing four years of service during the Vietnam War. Growing up in a military family, he carried great pride in his military service, a commitment that reflected his strong sense of duty and perseverance throughout his life.

By trade, Joe was an electrician for more than twenty years and was the owner and operator of J&S Electric. Known for his strong work ethic and willingness to help others, Joe never hesitated to lend his skills or his time to those in need.

Beyond his profession, Joe's life was deeply rooted in faith. He was a minister and devoted many years volunteering with the Tar Roanoke Prison Ministry, where he shared hope, compassion, and encouragement with others through the word of God. His ministry reflected his belief in redemption, grace, and the power of second chances.

In his later years, Joe resided at The Bridges of Hendricks Creek in Tarboro, where he was cared for and surrounded by kindness. The staff of Hospice of Wilson also provided extra care and comfort during his final months. They all became an extension of his family.

Those who knew Joe will remember his quiet strength, his steady presence, his quick wit, and the love he had for his Lord and his family - especially the joy he found in spending time with his grandchildren and sharing stories from his life.

Joe's memory will live on through the lives he touched, the faith he shared, and the family he loved. He will be missed, but never forgotten. The family will have a visitation at Carlisle Funeral Home in Tarboro on Sunday, January 4th from 5-7pm. The funeral will take place in the chapel at Carlisle Funeral Home on Monday, January 5th at 2pm.
